Compliance with the EEC EMC Directive is intended to be based largely on the manufacturer making a declaration that his products comply with the relevant standards. It was recognized in the European Commission that sufficient standards were not available to cover all the products and all EMC phenomena, and a mandate was given to CENELEC, the European Electrical Standards Committee, to prepare appropriate standards as a matter of extreme urgency. CENELEC established a technical committee TC 110 with full responsibility for all EMC standards.
