The phase tolerance of the 19 KC pilot with respect to the 38 KC subcarrier in the transmitted signal has not been specified. A limit is suggested on pilot phase departure, and an instrument is described that will monitor the phase during regular broadcasts in compliance with the Technical Standards adopted by the Federal Communications Commission for Stereophonic Broadcasting. The instrument also indicates the pilot level and monitors the pilot frequently.
